Highways England Budget Allocation

Highways England spend less than 0.5% of their annual budget on cycleways.

According to information posted on Twitter by the All-Party Parliamentary Group for Cycling and Walking (APPGCW), money spent on new and upgraded cycleways in the five year period between 2015 to 2020 was £85m, or £17m per year.

Highways England’s budget and approximate percent allocation to cycleways is as follows:

  • 2017-2018:
Total: £3.4bn – Cycleways: £17m or 0.485% of the budget*.
  • 2018-2019:
Total: £3.8bn – Cycleways: £17m or 0.447% of the budget*.

* This is an approximation based on the spend over five years, divided evenly between each year.
